Dear Mr Willis,

With reference to our previous correspondence on the subject of the Hong Kong tramways, we have now received from the Governor of that Colony a despatch and a draft of the proposed tramway Ordinance. Sir Henry Blake asks that the Ordinance should be submitted to the criticism of experts at home. I understand that your Board has, on previous occasions, been good enough to do such criticism for us. But in view of your letter to me of the 14th of August, I am not sure how far we are justified in assuming that your Board will do this for us free of expense.

I am writing with the concurrence of Mr Lyttelton, and we can arrange, should it be necessary, that any proper fee should be paid by the Colony of Hong Kong through the Crown Agents.
